Itinalaga ni Pangulong Rodrigo Duterte si Vice Admiral Leopoldo V. Laroya bilang 28th commandant ng Philippine Coast Guard (PCG) ngayong Miyerkules.
Sa isang pahayag ng PCG, in-appoint si Laroya ni Pangulong Duterte kapalit ni dating PCG chief Admiral George Ursabia Jr. na nakatakda namang magretiro ngayon ding Miyerkules, Setyembre 8.
Nagsimula ang military career ni Laroya sa Philippine Military Academy (PMA) noong 1983 at nagtapos bilang miyembro ng “Maringal” Class of 1988. Gayundin, tinapos ni Laroya ang kanyang post-graduate studies para sa Masters in Maritime Safety and Environmental Protection sa World Maritime University sa Malmö, Sweden, noong 2000.
Bago maging deputy commandant for operations, si Laroya ay nagsilbi bilang commander ng Maritime Safety Services Command; Coast Guard Education, Training and Doctrine Command; pati na rin sa Maritime Security and Law Enforcement Command.
Naging district commander din siya ng PCG Districts sa Western Visayas, Northwestern Luzon, Southwestern Mindanao, at Bicol. Pinamunuan naman ni Laroya ang dalawang flagship ng PCG na search-and-rescue vessels, ang BRP Batangas at BRP Nueva Vizcaya, kung saan nagkaloob sa kanyang ng isang Command at Sea badge.
Ilan sa mga parangal na natanggap ni Laroya ay Coast Guard Legion of Honor, Bronze Cross Medal, Outstanding Achievement Medals, Superior Achievement Medals, Coast Guard SAR Medals, at Military Merit Medals.
