'Pinas, nasa State of Calamity dahil sa ASF

Isinailalim ngayon ni Pangulong Rodrigo Duterte ang buong bansa sa state of calamity dahil sa matinding krisis na nararanasan ng bansa sa African swine fever (ASF), partikular na sa hog industry.


Ito ang kinumpirma ni Presidential Spokesperson Harry Roque sa ilalim ng Presidential Proclamation 1143 na inisyu nitong Lunes at inilabas ngayong Martes.


Nakasaad sa Proclamation 1143, na simula nang unang naiulat ito sa bansa noong 2019, ang ASF ay labis na nakaapekto sa 12 rehiyon, habang nagdulot ito ng matinding pagbaba ng populasyon ng tinatayang tatlong milyong baboy na nagresulta rin sa mahigit P100 bilyong halaga ng pagkalugi sa mga local hog sectors at allied industries at pagtaas ng bentahan ng mga pork products.


“There is hereby declared a State of Calamity throughout the Philippines on account of the ASF outbreak, for a period of one year beginning this date, unless earlier lifted or extended as circumstances may warrant,” ayon sa proclamation.


Dagdag pa rito, ang pagdedeklara nito sa bansa ay makapagbibigay sa pamahalaan at sa mga local government units (LGUs) ng panahon para magkaroon ng kaukulang pondo, kabilang na ang Quick Response Fund at upang matugunan ang problema sa patuloy na pagkalat ng ASF at para maibalik sa normal ang mga lugar na apektado ng ASF.


“There is an urgent need to address the continued spread of ASF and its adverse impacts, to jumpstart the rehabilitation of the local hog industry, and to ensure the availability, adequacy and affordability of pork products, all for the purpose of attaining food security,” nakapaloob sa proclamation.


“All government agencies and LGUs are enjoined to render full assistance to and cooperation with each other , and mobilize the necessary resources to undertake critical, urgent and appropriate measures in a timely manner to curtail the further spread of ASF, address the supply deficit in pork products, reduce retail prices, and jumpstart the rehabilitation of the local hog industry,” pahayag sa proclamation.
