Dear Chief Acosta,
Maaari bang gamitin ang pasaporte upang maka-avail ng PWD discount? Nawala kasi ng anak ko ang PWD ID ko at ang natitira ko na lamang na balido na ID ay ang aking pasaporte. Sinubukan ko itong ipresenta sa restaurant na kinainan ko.
Bagaman nag-alangan ang crew, binigyan pa rin naman ako ng diskwento para sa mga kinain ko ngunit ako ay sinabihan na sa susunod ay PWD ID na ang aking ipresenta.
Parang mayroon akong nabasa noon na maaaring gamitin ng PWD ang kanyang pasaporte upang makakuha ng angkop na benepisyo. Ano ba ang tuntunin ukol dito? Sana ay malinawan ninyo ako.

Dear Romualdo,
Iba’t ibang mga benepisyo ang ipinagkakaloob sa ilalim ng Republic Act (R.A.) No. 10754, o mas kilala bilang “An Act Expanding the Benefits and Privileges of Persons with Disability (PWD)”, para sa kapakinabangan ng mga taong mayroong kapansanan o PWD.
Ang isa na nga rito ay ang diskwento sa mga bayarin at singil sa mga kainan at iba pang mga establisimyento. Mahalaga lamang na makapagpresenta ang PWD ng kanyang proof of entitlement. Para sa mas higit na kalinawan, nakasaad sa Section 1 ng R.A. No. 10754:
“SECTION 1. Section 32 of Republic Act No. 7277, as amended, otherwise known as the “Magna Carta for Persons with Disability”, is hereby further amended to read as follows:
SEC. 32. Persons with disability shall be entitled to:
(a) At least twenty percent (20%) discount and exemption from the value-added tax (VAT), if applicable, on the following sale of goods and services for the exclusive use and enjoyment or availment of the PWD:
(1) On the fees and charges relative to the utilization of all services in hotels and similar lodging establishments; restaurants and recreation centers; x x x
The abovementioned privileges are available only to PWD who are Filipino citizens upon submission of any of the following as proof of his/her entitlement thereto:
(i) An identification card issued by the city or municipal mayor or the barangay captain of the place where the PWD resides;
(ii) The passport of the PWD concerned; or
(iii) Transportation discount fare Identification Card (ID) issued by the National Council for the Welfare of Disabled Persons (NCWDP).”
Ganunpaman, nais lamang naming bigyang-diin na ang pasaporte ay magagamit bilang proof of entitlement kung malinaw at kapansin-pansin ang kapansanan ng PWD. Ito ay alinsunod sa Section 11 ng Implementing Rules and Regulations ng R.A. No. 10754 na nagsasaad:
“Section 11. Proof of Entitlement – The benefits and privileges indicated in the Act are available to persons with disability who are Filipino citizens, upon submission of any of the following as proof of his/her entitlement thereto:
11.1 An identification card issued by the Persons with Disability Affairs Office (PDAO) or the City / Municipal Social Welfare and Development Office (C/MSWDO) of the place where the person with disability resides.
11.2 The passport of the concerned person with apparent disability.
11.3 An identification card issued by the National Council on Disability Affairs. This is on a case-to-case basis for emergency purposes only, provided that the PWD ID number coding shall be retained in accordance with the official residence of the person with disability.
