Pagbabago sa pension ng military, pinag-aaralan

Magsasagawa ng pag-aaral ang Department of National Defense (DND) upang mapahusay pa ang proposed bill na magpapabago sa sistema ng pensiyon para sa military and uniformed personnel (MUP).


Sa isang statement ngayong Lunes, ipinunto ni DND Director Arsenio Andolong na nais tiyakin ng ahensiya na ang mga MUPs ay makatatanggap pa rin ng nararapat na retirement benefits, ngunit kailangang pag-aralang mabuti ang sistema.


“A careful study of our fiscal situation, gathering of suggestions from concerned stakeholders especially in our Armed Forces, and further deliberations will be undertaken and considered to fine-tune the proposed bill,” ani Andolong.


Ang MUP pension system na kasalukuyang tinutustusan ng gobyerno ay maaaring hindi na mapanatili sa mga susunod na taon dahil magiging malaking pasanin na ito sa mga taxpayers. Sinabi rin ni Andolong na ang pension system ay kailangang i-review kung saan nakatuon dapat sa pag-generate at pagpapanatili ng isang self-sustaining fund upang makabawas sa pansanin ng gobyerno sa pananalapi.


Gayunman, ayon kay Andolong, ang panukala hinggil sa MUP pension reform ay patuloy na tinatalakay sa Kongreso. Noong June 9, inaprubahan naman ng House ad hoc committee on military and uniformed personnel pension system ang amended substitute bill para sa panukalang reporma sa pension system.


Ipinanukala ng naturang panel ang mga sumusunod na reforms:

• no more automatic indexation

• no contribution

• pension increased based on cost-of-living adjustment (cola)

• pensionable age at 60

• optional retirement after 20 years but eligible only for non-pension benefits; pension eligibility begins at 60

• higher risk insurance coverage for wounded, injured, and killed in action (on top of legislated benefits)

• creation of MUP trust fund to manage insurance fund, provision for cola and budgetary support to capital outlay and MOOE of mus

• leeway towards initiating credible defense posture


Matatandaang nagbabala si Albay Representative Joey Salceda, ang panel chairperson, hinggil sa lumalaking krisis sa pension system na kung hindi magkakaroon ng reporma ang gobyerno ay maaaring matulad sa P9.6 trillion unfunded reserve deficit.
