Iminungkahi ng mga teaching at non-teaching personnel ng state universities and colleges (SUCs) na magkaroon sila ng P1,000 buwanang allowance sa gitna ng isinasagawang flexible learning scheme dahil sa pandemya ng COVID-19.
Sa isang House Committee on Higher and Technical Education briefing ngayong Martes, ipinunto ni Dr. Tirso Ronquillo, pangulo ng Philippine Association of State Universities and Colleges na ang monthly allowable reimbursement na halagang P300 ay masasabing “grossly inadequate” o hindi sapat para sa pagpapatupad ng flexible learning scheme, partikular na sa nagagastos sa mobile data.
Sinabi ni Ronquillo na patuloy pa rin ang mga non-teaching personnel na nagtatrabaho sa bahay bilang bahagi ng kanilang non-skeletal workforce habang may krisis sa kalusugan sa bansa.
“Some miscellaneous expenses were added in the performance of respective tasks that include cost of mobile data internet subscription, face masks, face shields, sanitary kits and others. Other necessary expenses incurred to ensure their safety and protection,” paliwanag ni Ronquillo.
“It is requested therefore to this honorable body that an appropriations for annual cash allowance among teaching and non-teaching personnel, similar to what was granted to teaching personnel of DepEd (Department of Education) be provided. We propose an amount of at least 1,000 per month to cover necessary expenses during COVID-19 pandemic,” sabi ng opisyal.
Gayundin aniya, ang mga faculty members na nagsisilbi sa ilalim ng contract of service at job order ay dapat ding bigyan ng panukalang reimbursable expenditures, katulad ng ipinatutupad na ng DepEd.
Hiniling din ni Ronquillo na maisama ang isang special provision hinggil sa usaping ito sa 2022 General Appropriations Act.
Sa ngayon ay pinag-aaralan pa ng panel ang maaaring pondo para sa state universities at colleges.
