Ginamit ko ang aking credit card bilang pambayad sa isang department store, kaya’t hiningan ako ng isang valid ID. Inabot ko ang aking National ID ngunit ayaw tanggapin ng cashier dahil ang ID diumano na ito ay walang pirma. Tama ba siya? - Jax

Para sa iyong kaalaman, ang batas na nakasasaklaw sa iyong katanungan ay ang Section 19 ng Republic Act (R.A.) No. 11055 o mas kilala bilang Philippine Identification System Act, kung saan nakasaad na:
“Sec. 19. Penal Provision. - Any person or entity who, without just and sufficient cause, shall refuse to accept, acknowledge and/or recognize the PhillD or PSN, subject to authentication, as the only official identification of the holder/possessor thereof shall be fined in the amount of Five hundred thousand pesos (P500,000.00).”
Ayon sa batas, ang sinumang hindi tumanggap sa National ID nang walang sapat na dahilan bilang katunayan ng nagmamay-ari nito ay magmumulta ng P500,000.00. Bukod pa rito, naglabas din ang Philippine Statistics Authority (PSA) ng isang Public Advisory kung saan sinabi nila ang mga sumusunod:
“This is to inform the public and all relying parties of the Philippine Identification System (PhilSys) on the use and acceptance of the various formats of the PhilSys digital ID, including the printed ePhillD, as a valid and sufficient proof of identity and age, subject to authentication.”
Sa iyong sitwasyon, dahil ayaw tanggapin ng department store ang iyong National ID bilang katunayan ng iyong katauhan, maaari itong pagmultahin dahil sa paglabag sa R.A. No. 11055. Kailangang tandaan na ang R.A. No. 11055 mismo ang nagtatakda sa National ID o Phil ID bilang opisyal na dokumento ng pagkakakilanlan ng isang tao. Ayon sa batas:
Section 6. Philippine Identification System Components. - The PhilSys shall have the following key components:
(c) The PhilID. - A non-transferable card shall preferably be issued to all citizens or resident aliens registered under the PhilSys subject to the guidelines to be issued by the PSA:
(1) Features. - The PhilID shall be the physical medium issued to convey essential information about the person’s identity containing on its face the PSN, full name, sex, blood type, marital status, (optional), place of birth, a front facing photograph, date of birth, and address of the individual in whose favor it was issued. All information appearing in the PhilID should match with the registered information in the PhilSys. The PhilID shall contain QR Code which contains some fingerprint information and other security features as safeguards for data privacy and security, and prevention against the proliferation of fraudulent or falsified identification cards. The PSA in consideration of advances in technology, utility, security and confidentiality may, subject to appropriate guidelines that shall be issued on the matter, provide citizens or resident aliens with mobile PhilID.
(2) Purpose. The PhilID shall serve as the official government-issued identification document of cardholders in dealing with all national government agencies, local government units (LGUs), GOCCs, government financial institution (GFIs), and all private sector entities.”
Dahil dito, marapat lamang na kilalanin ito ng lahat, maging mga opisina man ng gobyerno o mga pribadong institusyon.
