Mga walang ‘K’ sa libreng Tertiary Education

Dear Chief Acosta,


Ako ay nakapag-aral at nakapagtapos ng Bachelor of Arts in Computer Science sa isang state university. Subalit, nais kong kumuha ulit ng kursong Nursing para ako ay makapag-abroad. Kaya naman, nais kong malaman kung maaari akong makapag-aral nang libre sa nasabing state university kung kukuha ulit ako ng panibagong bachelor’s degree? - Ayla


Dear Ayla,


Para sa iyong kaalaman, ang batas na nakasasaklaw sa iyong katanungan ay ang Section 6 (a) (1) ng Republic Act No. 10931 o mas kilala sa tawag na “Universal Access to Quality Tertiary Education Act”, kung saan nakasaad na:


“Section 6. Exceptions to Free Tertiary Education. - The following students are ineligible to avail of the free tertiary education:


(a) In SUCs and LUCs:

(1) Students who have already attained a bachelor’s degree or comparable undergraduate degree from any HEI, whether public or private:


(2) Students who fail to comply with the admission and retention policies of the SUC or LUC;

(3) Students who fail to complete their bachelor’s degree or comparable undergraduate degree within a year after the period prescribed in their program.”


Sang-ayon sa nabanggit, ang mga estudyante sa state university (SUC) o local universities and colleges (LUC), kung nakakuha na at nakapagtapos ng isang bachelor’s degree o mga kahalintulad na undergraduate degree sa kahit na anong higher education institution (HEI), pribado man o pampubliko, ay hindi na eligible o kuwalipikadong makakuha ng libreng tertiary education. Ibig sabihin, dahil nakapagtapos ka na ng isang bachelor’s degree ay hindi ka na kuwalipikadong makakuha ng libreng tertiary education.


Sana ay nabigyan namin ng linaw ang iyong katanungan. Ang payong aming ibinigay ay base lamang sa mga impormasyon na iyong inilahad at maaaring magbago kung mababawasan o madaragdagan ang mga detalye ng iyong salaysay.
