Ganap nang batas matapos na nilagdaan ni Pangulong Rodrigo Duterte ang isang measure na mag-oobliga sa mga paaralan sa buong bansa ng pagbibigay ng free basic education at katulad na serbisyo sa mga mag-aaral na may disabilities.
Ang Republic Act 11650 o isang Act “Instituting a Policy of Inclusion And Services for Learners with Disabilities in Support of Inclusive Education Act” ay pinirmahan ni Pangulong Duterte noong Marso 11.
“The policy of inclusion is hereby instituted in all early and basic education schools, both public and private. All schools... shall ensure equitable access to quality education to every learner with a disability,” bahagi ng nakasaad sa measure.
Samantala, ang Department of Education (DepEd) ay may mandato na magtatag at magmintina ng tinatayang isa ng tinatawag na Inclusive Learning Resource Center (ILRC) sa lahat ng mga lungsod at munisipalidad.
Nakapaloob din sa naturang batas na ang lahat ng umiiral na Special Education Centers ay kailangang i-convert, at palitan ang pangalan bilang ILRCs. Gayundin, ang mga local government units (LGUs) ay maaari namang magtatag ng satellite ILRCs sa mga paaralan at mga karagdagang pasilidad.
Sa ilalim ng batas, ang ILRCs ay may mandato na ipatupad ang Child Find System na nakasaad, “which seeks to identify, locate, evaluate, and facilitate the inclusion of learners with disabilities of not more than 24-years-old.”
“It is the policy of the State to protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all,” batay pa sa measure.
