Minarkahan bilang mga terorista ang 19 miyembro ng Communist Party of the Philippines (CPP), kabilang ang founder nitong si Jose Maria ‘Joma’ Sison, base sa Resolution Number 17 ng Anti-Terrorism Council (ATC).
Anila, "The Central Committee is the highest decision and policy-making body of the CPP and also leads and commands the NPA, its main weapon in attaining the Party's goal of overthrowing the duly elected government by seizing and consolidating political power through violent means."
Maliban kay Sison, kinilala rin bilang mga terorista sina Vicente Ladlad, Jorge Madlos, Adelberto Silva, Rey Casambre, Rafael Baylosis, Wilma Tiamzon at Benito Tiamzon.
Sa kahiwalay na resolusyon nama’y kasama rin ang ilang miyembro ng Bangsamoro Islamic Freedom Fighters, Abu Sayyaf Group at Daulah Islamiyah.
Paliwanag pa ni National Security Adviser Hermogenes Esperon, Jr., ang mga nabanggit umano ay na-verify at na-validate na kabilang sa pagpaplano, pagpe-prepare, pagpa-facilitate at gumagawa ng iba pang hakbang na may kinalaman sa pagiging terorista.
Ayon kay Esperon, “The master red-tagger is no other than Jose Maria Sison. We are merely informing the public, this is of course what we called truth tagging for purposes of public information so that we will not be misled by this movement or triad of the Communist Party of the Philippines, the New People’s Army, and the National Democratic Front.”
Sa ngayon ay pinapa-freeze na sa Anti-Money Laundering Council (AMLC) maging ang kanilang mga assets.
