Duque, sinisi sa delay sa COVID-19 vaccine, todo-paliwanag

Dumepensa si Department of Health Secretary Francisco Duque III ngayong Huwebes laban sa mga akusasyong siya umano ang dahilan ng pagkaantala ng pagdating sa bansa ng COVID-19 vaccine na gawa ng Pfizer.

Ayon kay Duque, ang required na confidentiality disclosure agreement (CDA) kasama ang Pfizer ay nakatakdang lagdaan ng Office of the President (OP) sa pamamagitan ng Office of the Executive Secretary (ES) at hindi ng Department of Health (DOH).

Aniya, “August 11, Pfizer sent a draft, 'yun na 'yung CDA. But that draft was meant to be signed by the Office of the ES on behalf of all government agencies.

“That would have spared Pfizer from signing a confidentiality agreement with many other government agencies, so isa na lang dapat.”

Noong September 24, sa DOH na lamang umano pinapipirmahan ng ES ang naturang CDA, ayon kay Duque. Ngunit aniya ay hindi maaaring lumagda ang DOH para sa buong pamahalaan kung kaya pumirma ang Department of Science and Technology (DOST) at ang vaccine czar na si Secretary Carlito Galvez, Jr. sa CDA nang magkahiwalay noong Nobyembre. Noong October 20 naman ay nilagdaan ni Duque ang CDA.

Aniya pa, “I have the chronology of events, so that this is all documented. There's no such thing that I did not act quick enough.

“When you go through a process, you cannot just be hurrying up things just like that. You have to be prudent and cautious especially because you are talking about a novel vaccine.”

Dagdag pa ni Duque, “Hindi ito simpleng parang gagawa ka lang ng dokumento.”

Ayon din sa kanya, nakipag-coordinate sila sa Pfizer kaugnay ng mga revisions sa CDA.

Noong June 24 ay nag-send umano ang Pfizer ng overview ng kanilang vaccine kontra COVID-19. Noong June 29 naman ay ini-refer ng DOH ang proposal sa DOST-Philippine Council for Health Research and Development upang makapagsagawa ng evaluation.

Nagpadala rin umano ng sulat ang DOH sa Pfizer noong August 6 kung saan binigyang-diin na kailangang dumaan sa evaluation ng DOST ang naturang vaccine.

Noong September 4, nagkaroon umano ng meeting ang DOH, DOST, Pfizer at si ES Salvador Medialdea para sa update sa vaccine development.

Noong September 14 naman, natanggap umano ni Duque ang revised CDA kasama ang revision mula sa Office of ES. Noong September 24, sinabi ng ES na ang DOH umano ang lumagda sa CDA kasama ang Pfizer.

Dumepensa si Duque kaugnay ng naging pahayag ni Senator Panfilo Lacson kamakailan.

Ayon kay Lacson, nagkaroon ng negosasyon sa pagitan nina U.S. Secretary of State Mike Pompeo at Foreign Affairs Secretary Teodoro Locsin Jr. upang makakuha ang Pilipinas ng 10 million doses ng Pfizer COVID-19 vaccines sa Enero, 2021.

Aniya, “They could have secured the delivery of 10 million Pfizer vaccines as early as January next year, way ahead of Singapore but for the indifference of Sec. Duque who failed to work on the necessary documentary requirement namely the Confidentiality Disclosure Agreement (CDA) as he should have done.”

Samantala, siniguro rin naman ni Duque na patuloy pa rin ang pakikipag-ugnayan ng DOH sa Pfizer para sa COVID-19 vaccine.
