Nagtipun-tipon ang ilang mambabatas sa Celebrity Sports Complex sa Quezon City nitong Lunes nang umaga at nanawagan sa House of Representatives na ideklara nang bakante ang puwesto ni Speaker Alan Peter Cayetano at i-elect na si Marinduque Rep. Lord Allan Velasco.
Pahayag ni Valenzuela City 2nd District Rep. Eric Martinez, isa sa mga sumusuporta kay Velasco, “Democracy dictates. It’s always of the numbers, the collective voice of congressmen and congresswomen. With the gathering of all those who signed the manifesto physically and by Zoom later on, it is democracy at work.
“Therefore, venue should be out of the question where the House of Representatives’ structure na bato, semento would be secondary at this time for the numbers dictate that it is time for change [in the leadership.”
Sa manifesto na nilagdaan ng 187 House members, nakasaad na: “In accordance with Section 13, Rule 3 of the Rules of the House of Representatives, of the 18th Congress, we call to assemble, move to and cast our vote to declare the position of Speaker VACANT on Monday, October 12, 2020.
“Further, also in accordance with the same Section, we will move to and cast our vote to declare Representative Lord Allan Velasco of Marinduque as Speaker of the House of Representatives of the 18th Congress.”
Samantala, nakasaad naman sa House rules na: “[t]he position of Speaker may only be declared vacant through nominal voting by a majority vote of all the members. In cases when all offices are declared vacant, the incumbent Secretary General shall preside over the proceedings of the House only for the purpose and until the election of a new speaker.”
Sa napagkasunduang term-sharing deal, si Cayetano ang magsisilbing speaker sa loob ng 15 buwan na magtatapos na sa katapusan ng Oktubre at si Velasco ang papalit sa kanya.
