The Social Security System (SSS) has taken the lead as the pioneer government-owned and controlled corporation (GOCC) to forge a partnership with the Philippine Statistics Authority (PSA) for the integration of the Philippine Identification System (PhilSys) with the SSS.

To mark the occasion, SSS and PSA signed a Memorandum of Understanding (MOU) formalizing the partnership towards the seamless implementation of PhilSys-enabled services in SSS.

“The adoption of PhilSys will open many opportunities in improving the delivery of our services, including our digital transactions, and in providing all Filipinos better access to social security protection,” SSS President and Chief Executive Officer Rolando Ledesma Macasaet said.

Macasaet added he looks forward to the positive impact of the partnership that will benefit SSS members and stakeholders not only in the Philippines but also across the globe.

Under the MOU, SSS and PSA will work jointly and share information and resources to achieve the objectives of PhilSys, particularly the simplification of public transactions and the implementation of a seamless service delivery system. Moreover, the partnership will delve into exploring various applications of PhilSys within the SSS and identify other opportunities for joint projects and programs.

Among the projects that have been identified, which are expected to be implemented within the third quarter of 2023, is the use of PhilSys authentication services and the PhilID/ePhilID for strengthened verification of members transacting online thru the My.SSS Portal and ensuring uniqueness checks for the issuance of a new SSS ATM Pay Card.

PSA Undersecretary, National Statistician and Civil Registrar General Claire Dennis S. Mapa expressed his confidence in the partnership that will broaden the transition to digital, online citizen-centric delivery of services to Filipinos.

The PhilSys, established through Republic Act No. 11055 or the Philippine Identification System Act, aims to provide valid proof of identity for all citizens and resident aliens in the Philippines to promote ease of doing business for both the government and private sectors and accelerate the country’s transition into a digital economy, among other benefits.

Target ng administrasyong Marcos na makapag-isyu na ng mga national IDs sa mga mamamayan bago matapos ang taon, ayon kay incoming Socioeconomic Planning Secretary at National Economic and Development Authority (NEDA) chief Arsenio Balisacan ngayong Martes.


“Hopefully we can get most of these IDs either in physical form or in electronic form already available before the end of the year and that's the instruction of the President,” pahayag ni Balisacan sa CNN Philippines.


Batay sa impormasyon mula sa Philippine Statistics Authority (PSA), sinabi ni Balisacan na 92 milyong Pilipino ang eligible na makatanggap ng mga national IDs, habang giit niya, “[the incoming administration] intends to cover those before the end of the year.”


Bukod sa PSA, sinabi ni Balisacan na ang bagong administrasyon ay makikipag-ugnayan din sa Bangko Sentral ng Pilipinas (BSP) para sa pagre-release ng mga IDs. Ayon sa PSA, mahigit sa 10 milyong Philippine Identification (PhilID) cards ang nai-deliver na nationwide hanggang nitong Abril 30, 2022.


Inatasan naman ng PSA ang mga field offices upang mag-assist sa pagde-deliver ng PhilIDs sa mga registrants na matatagpuan sa mga remote areas sa buong bansa.


Binanggit din ni Balisacan ang naging pahayag ni President-elect Ferdinand “Bongbong” Marcos Jr. na ang mga national IDs ay makatutulong para matiyak ang agarang distribusyon ng assistance o ayuda sa mga mahihirap at vulnerable sectors sa gitna ng patuloy na pagtaas ng presyo ng mga bilihin.


“Yes as I said earlier, we are ramping up the implementation of our National ID system and also the digitalization in the government and with respect to the ID system, we believe that we can reduce substantially the leakage so that we can reach more people, more deserving people from the limited resources,” sabi ni Balisacan.

Nilagdaan ni Pangulong Rodrigo Duterte ang isang executive order para gawing institutionalize o institusyonal na ang pagtanggap ng Philippine Identification System (PhilSys) ID o National ID bilang “sufficient proof” o sapat na katibayan ng pagkakilanlan at edad sa lahat ng pribado at mga transaksyon sa gobyerno.


Sa ilalim ng Executive Order 162 ni Pangulong Duterte nakasaad na ang PhilSys, “shall be the government’s central identification platform for all citizens and resident aliens of the country.”


“An individual’s record in the PhilSys shall be considered as sufficient proof of identity and age in all public and private transactions,” pagdidiin ng Punong Ehekutibo.


Ayon sa Pangulo ito ay kinakailangan, “to improve efficiency in the delivery of social services, strengthen financial inclusion and promote ease of doing business.”


Ang mga government transactions kung saan maaaring magamit ang national ID, kabilang na ang aplikasyon para sa marriage license, student driver’s permit, enrollment ng mga estudyante, at voter’s registration, at iba pa.


Ipinag-utos din ni Pangulong Duterte sa mga pribadong establisimyento na ipaalam sa publiko ang mga guidelines sa paggamit ng national ID o mga pagbabago sa mga identification requirements.


Tinatayang nasa 55 milyong Pilipino mula sa 109 milyong indibidwal ang naka-registered na sa ilalim ng national ID system.


Habang mayroong 6 milyong ID cards ang kanila nang nai-release sa ngayon, ayon sa Philippine Statistics Authority (PSA) nitong Huwebes.
