Walang face mask, ikulong! – P-Duterte

Makikipagpulong ang Department of the Interior and Local Government (DILG) sa Philippine National Police (PNP) at mga local government units (LGUs) kaugnay sa pagpapatupad ng bagong direktiba ni Pangulong Rodrigo Duterte na arestuhin ang sinuman na walang suot na anti-virus masks o face mask kapag nasa pampublikong lugar, ayon kay DILG Usec. Jonathan Malaya.

“We have to talk with the LGUs and the Philippine National Police about the presidential directive and we have to reconcile the presidential directive and the ordinances passed by the LGUs,” ani Malaya.

Dagdag pa niya, “I must emphasize that what is violated here are local ordinances that were issued by the local sanggunian. So we will take a look on how we can implement this directive of the president because this was just given to us last night,” sabi ni Malaya.

Giit ni Malaya, ang mga LGUs ay may iba’t ibang ipinatutupad na mga penalties laban sa sinumang lumabag sa kanilang ordinances lalo na sa pagsusuot ng face mask sa mga pampublikong lugar.

Sa kasalukuyan, ayon kay Malaya, ang pag-aresto ay ginagawa sa mga violators ng ordinansa kung ang indibidwal ay pumalag o hindi sumunod sa mga awtoridad.

“But in light of the President’s pronouncements, we might need to do some recalibration and make necessary preparations because if we do some arrests, we will also need to prepare our detention cells because there might be a larger number of people detained than before,” ani Malaya.

Paliwanag pa ng DILG official, habang nakakulong ang violator sa mga detention cell, maaaring magdulot ito ng panganib sa kanilang kalusugan.

Gayunman, nakikipag-ugnayan na ang ahensiya sa LGUs at PNP upang bumuo ng guidelines upang masiguro ang kaligtasan ng mga kababayan at magkaroon ng tamang implementasyon sa bagong direktiba ng pangulo.

Gayundin, ayon kay Malaya, ang mabubuong guidelines ang magiging batayan para maiwasan ang posibleng pang-aabuso ng pulisya.

Matatandaang nitong Miyerkules ng gabi, ipinag-utos ni Pangulong Duterte sa mga opisyal ng pulis na ikulong at imbestigahan ang sinuman na walang suot na face mask at mga taong hindi tamang nagsusuot nito sa pampublikong lugar.

Ayon kay Pangulong Digong, ang mga face mask ay kinakailangan para matigil na ang pagtaas ng COVID-19 cases sa bansa.

Sinimulan nang i-distribute ang P1,000 na cash assistance sa mga indibidwal na naapektuhan ng ipinatupad na enhanced community quarantine (ECQ) sa NCR Plus, batay sa Department of Social Welfare and Development (DSWD) ngayong araw, Abril 7.

Ayon kay DSWD Spokesperson Irene Dumlao, "We have full trust on our local chief executives, on our local government units that they would be able to distribute the assistance to their constituents within the prescribed period."

They still have the full discretion in identifying who will be identified and prioritized, provided of course they would follow adhere to the provisions of the guidelines where it was stipulated that priority will be given to low-income sector, including of course the beneficiaries of SAP."

Tinatayang 15 araw ang ibinigay na palugit ng Department of Budget and Management (DBM) sa bawat LGU upang ipamahagi ang cash na ayuda at 30 days naman kung in-kind goods ang ipamimigay.
