Mula Enero 16-31.. NCR, 50 pang lugar nasa Alert Level 3 — Malacañang

Isasailalim ng pamahalaan ang National Capital Region (NCR) at tinatayang 50 iba pang mga lugar sa Alert Level 3 mula Enero 16 hanggang 31, sa gitna ng pagtaas ng COVID-19 cases, ayon sa Malacañang ngayong Biyernes.

Bukod sa Metro Manila, ang mga lugar sa ilalim ng Alert Level 3 simula sa Enero 16 ay Baguio City, Ifugao, Mountain Province, Dagupan City, Ilocos Sur, Santiago City sa Region 2, Cagayan, Angeles City, Aurora, Bataan, Bulacan, Olongapo City, Pampanga, Zambales, Rizal, Batangas, Cavite, Laguna, Lucena City, Marinduque, Romblon, Camarines Norte, Catanduanes, Naga City, Sorsogon, Iloilo City, Iloilo, Negros Occidental, Guimaras, Lapu-Lapu City, Bohol, Cebu province, Negros Oriental, Ormoc City, Biliran, Eastern Samar, Leyte, Northern Samar, Southern Leyte, Western Samar, City of Isabela sa Region 9, Zamboanga City, Zamboanga del Sur, Bukidnon, Iligan City, Misamis Occidental, Misamis Oriental, Davao del Sur, Davao del Norte, General Santos City, South Cotabato, Surigao del Sur, Agusan del Norte, Lanao del Sur.

Una nang isinailalim ng gobyerno ang mga lugar sa Alert Level 3 mula Enero 14 hanggang 31 ang Benguet, Kalinga, Abra, La Union, Ilocos Norte, Pangasinan, Nueva Vizcaya, Isabela, Quirino, Nueva Ecija, Tarlac, Quezon province, Occidental Mindoro, Oriental Mindoro, Camarines Sur, Albay, Bacolod City, Aklan, Capiz, Antique, Cebu City, Mandaue City, Tacloban City, Cagayan de Oro City, Davao City, Butuan City, Agusan del Sur, Cotabato City.

Sa ilalim ng Alert Level 3, maraming establisimyento ang pinayagang mag-operate ng 30% indoor venue capacity subalit para lamang ito sa mga fully vaccinated individual at 50% outdoor venue capacity hangga’t ang mga empleyado ay fully vaccinated na.

Ipinagbabawal naman sa Alert Level 3, ang in-person classes, contact sports, funfairs/perya, at casinos na mga aktibidad at establisimyento.

Nakatakdang simulan sa January 31, 2022 ang Phase 2 implementation ng limited face-to-face classes sa lahat ng degree programs sa mga lugar na nasa ilalim ng Alert Level 3, ayon sa Commission on Higher Education (CHED).

Sa isang pahayag, sinabi ng CHED na ang mga higher education institutions (HEIs), base sa mga lugar na nasa ilalim ng Alert Level 2, ay puwede nang simulan ang limited in-person classes anytime.

Pinaalalahanan din ng CHED ang HEIs na siguruhing nasusunod ang health and safety protocols sa sandalling magbukas ang limited face-to-face classes.

"Application to CHED is not a requirement for the conduct of the limited face-to-face classes," pahayag nito.

"HEIs intending to hold limited face-to-face classes during the COVID-19 pandemic must be willing to assume the responsibilities for the reopening of their campuses based on their capability to comply with the health and safety protocols, to retrofit their facilities, and to get the support of their stakeholders," dagdag pa nito.

Samantala, ang preventive suspension ng face-to-face classes ay ibabase sa assessment at desisyon ng Crisis Management Committee (CMC) ng HEI at sa konsultasyon nito sa Local Task Force against COVID-19.

Sa ilalim ng guidelines ng CHED, tanging mga fully-vaccinated students, at teaching and non-teaching personnel ay pinapayagang mag-participate sa limited face-to-face classes na nagsimula noong Disyembre.

Dinagdagan ng IATF ang mga lugar na nasa ilalim ng Alert Level 3, ayon kay acting Presidential Spokesperson Sec. Karlo Nograles.

Ang mga lugar na mapapabilang sa Alert Level 3 simula Enero 9-15 ay:

* Dagupan

* City of Santiago

* Cagayan

* Olongapo City

* Angeles City

* Bataan

* Pampanga

* Zambales

* Naga City

* Iloilo City

* Lapu-lapu City

* Batangas

* Lucena City

* Baguio City

Ayon pa kay Nograles, bumabase ang IATF sa health care utilization rate metric sa pagsusuri ng alert level classifications upang mas matukoy ang available health care workers.

“Based on the experience sa ground, marami na po sa healthcare workers natin ang under quarantine dahil exposed po sila sa positive case po ng COVID, at meron din pong nagkaka-mild COVID kaya isolated rin po sila,” pahayag ni Nograles sa Talk to the People ni Pangulong Rodrigo Duterte.

“So we have to look the healthcare workers natin as isa pang indicator sa pagdedesisyon natin ng alert levels,” dagdag pa niya.
